Luxembourg Drivers: Which IDP Works in Japan (ACL 1949 Geneva)

If you are visiting Japan from Luxembourg and plan to join a Tokyo go-kart tour or drive in Japan, you must prepare the correct International Driving Permit (IDP) before your trip.

Japan’s traffic rules are extremely strict. An incorrect permit format (e.g., the Vienna 1968 model common in Europe) or a digital-only permit will be rejected at check-in or by rental car agencies.

 

Why You Need a 1949 Geneva IDP for Japan

Japan only recognizes International Driving Permits issued under the 1949 Geneva Convention.

・Crucial Distinction: Luxembourg issues IDPs under both the 1949 and 1968 conventions. You must explicitly request the “1949 Geneva Convention” model for Japan. The standard European model (1968) is not valid in Japan.

・Format Matters: The IDP must be a physical booklet.

Warning: Never bring a digital IDP on your phone. You must carry the original paper booklet.

 

Where to Get an IDP in Luxembourg

In Luxembourg, International Driving Permits are issued by the Automobile Club of Luxembourg (ACL).

You must apply in person at the ACL offices (Bertrange or Ingeldorf).

1. Automobile Club of Luxembourg (ACL)

The ACL is the designated issuing body. When applying, tell the staff you are traveling to Japan so they issue the correct 1949-format booklet.

Required Documents & Fees

According to ACL and government requirements, you typically need:

1.Valid Driving Licence: Issued by an EU/EEA member state.

2.Certificate of Residence: A “Certificate of Residence” issued by your commune (must be not older than 3 months).

3.Photo: A recent passport-sized photograph (45x35mm).

4.Fee: Approx. €16 for ACL members / €30 for non-members (check latest fees on the ACL site).

 

Final Checklist for Your Go-Kart Tour

Before leaving for Japan, make sure you have the following three items. If any are missing, you will not be allowed to drive.

・Valid Luxembourg (EU) Driving License (Original)

・International Driving Permit (Original 1949 Geneva Booklet)

 → Check the front cover: Does it say “Convention on Road Traffic of 19 September 1949”?

・Passport

Do not bring: An IDP based on the 1968 Vienna Convention (common for other destinations) or a digital copy.
