Finland to Japan: Which IDP Works for Driving and Go-Kart Tours

If you are visiting Japan from Finland and plan to join a Tokyo go-kart tour or drive in Japan, you must prepare the correct International Driving Permit (IDP) before your trip.

Japan’s traffic rules are extremely strict. An incorrect permit type (specifically the 3-year model) or a digital-only permit will be rejected at check-in or by rental car agencies.

 

Why You Need a 1949 Geneva IDP for Japan

Japan only recognizes International Driving Permits issued under the 1949 Geneva Convention.

・CRITICAL WARNING: Finland issues IDPs under two different conventions: the 1949 Geneva Convention (valid for 1 year) and the 1968 Vienna Convention (valid for 3 years).

・Which one for Japan? You MUST choose the 1949 model (1-year validity). The 1968 model is NOT valid in Japan.

・No Digital Permits: Japan does not accept digital IDPs on smartphones. You must carry the original paper booklet.

Where to Get an IDP in Finland

In Finland, the official authority for issuing International Driving Permits is the Automobile and Touring Club of Finland (Autoliitto), authorized by the Finnish Transport and Communications Agency (Traficom).

1. Autoliitto (Official Issuer)

You can apply via the Autoliitto mobile app, by post, or in person at the Helsinki office.

Note: Select the “1949 Model” when applying.

2. Traficom (Government Authority)

Traficom confirms that Autoliitto is the designated issuer for IDPs in Finland.

Costs & Processing Time

・Fee: Approx. €37 for the 1949 model (price subject to change; check Autoliitto site).

・Processing:

 Mobile App/Post: Typically takes about 1 week + mailing time.

 In-Person (Helsinki): Can be faster (check current availability).

 Tip: Express processing is available for an additional fee if you are in a hurry.

 

Required Documents

To apply through Autoliitto, you generally need:

1.Valid Finnish Driving Licence: Photocopy of both sides (or original if in person).

2.Photo: A strict passport-style photograph (not a selfie).

3.Payment: Receipt of payment.

 

Final Checklist for Your Go-Kart Tour

Before leaving for Japan, make sure you have the following items. If you bring the wrong model, you will not be allowed to drive.

・Valid Finnish Driving License (Original)

・International Driving Permit (Original Booklet)

 → Check the date: Is it valid for 1 YEAR? (If it says 3 years, it is the wrong one).

 → Check the cover: Does it mention “Convention of 1949”?

・Passport

Do not bring: The 1968 (3-year) IDP model or a digital copy.
