International Drivers License Guide for the Philippines: Get an IDP for Legal Japan Go Karting

Planning to drive in Japan or ride go-karts through Shibuya dressed like a game character? If you’re from the Philippines, Japan requires you to carry a 1949-format International Driving Permit (IDP) alongside your local license.

Here’s everything you need to get it right — and avoid common mistakes that could ground your plans.

Why You Can’t Skip the IDP in Japan

Japan only recognizes IDPs that follow the 1949 Geneva Convention. The Philippines, being a signatory, allows its citizens to apply for this version via the Automobile Association Philippines (AAP) — the country’s only authorized issuer.

Digital or unofficial IDPs, including Vienna-format permits, are not valid in Japan.

Where to Apply in the Philippines

All IDPs in the Philippines are issued by the AAP.

How to Apply

You can apply in person at AAP branches nationwide or start your application online. Offices are located in Quezon City, Alabang, Cebu, Davao, etc.

Required Documents:

・Valid Philippine driver’s license

・Original passport and photocopy

・Two passport-sized photos (colored, recent)

・Accomplished AAP IDP application form

・Processing fee: around PHP 4,000

Processing time: 1–2 working days.

IDP Validity and Use

The IDP is valid for one year and must always be carried along with your Philippine license and passport.

If you’re caught without one while driving in Japan — even on a go-kart — you could face fines or disqualification.

・Valid 1949-format IDP

・Passport
