International Drivers License Guide for South Korea: How to Get an IDP and Go Karting in Tokyo

If you’re a South Korean passport holder planning to explore Japan behind the wheel — whether in a rental car or a themed go-kart on Tokyo’s iconic streets — Japan requires that you carry an International Driving Permit (IDP) issued under the 1949 Geneva Convention. Without this exact document, even valid Korean licenses are not accepted.

 

Why You Must Get an IDP Before Coming to Japan

Unlike many countries that accept both 1949 and 1968 conventions, Japan only recognizes the 1949 format. IDPs issued under the 1968 Vienna Convention or electronic formats are not valid here. This rule applies whether you’re renting a compact car in Hokkaido or participating in street karting in Shibuya.

IDPs in Korea are issued by the Korea Road Traffic Authority (KoROAD).

Who Issues the IDP in South Korea?

The only legally authorized issuer in Korea is the Korea Road Traffic Authority (KoROAD).

Application Details

・Where to Apply: Any Driver’s License Examination Office across South Korea

・Documents Required:

  Valid Korean driver’s license

  One recent color passport-size photo

  Valid passport (copy and original)

  Application form (available at the office)

・Processing Time:Usually same day

・Fee: KRW 8,500

The process is simple, but strict — incomplete documents or IDP types issued by unauthorized agencies will result in rejection at Japanese checkpoints.

Validity & Legal Use

The Korean-issued IDP is valid for one year, but only as long as your Korean license remains valid. Always carry both your IDP and original license while driving in Japan.
